Wardle Village Volunteers: Litter picking continues every other Tuesday starting at 9.30 at The Rec. Volunteers are always needed.
Peter Thwait has asked for “feet” for the metal litter picker tools which need replacing. £15 for three sets. This was agreed.
Pennines in Bloom: Carole reported that the RHS awards ceremony will take place on 5th/6th November at Bolton football stadium. The group are busy pruning shrubs at the Hare and Hounds garden and planting up the railing baskets outside Charlies. More spring bulbs will be put in the East Street wild garden, the pub garden and at Elm Grove.
The gardeners are also putting up a scarecrow at the pub garden for the coming scarecrow festival in the village.
Carole informed the meeting that a stock response had been received from the RHS regarding their complaint about the behaviour and comments of one of the judges. Councillor Irene Davidson has also complained about the lack of respect shown to volunteer gardeners and work carried out by the council. The RHS have agreed to investigate these complaints.
St James Church: No update.
Blokes Club: Going well and new members always welcome.Wardle Library, Fridays 1pm-4.
Wardle Road – sheep building: Ashley updated the meeting in regard to the existing building being removed within 6 months rather than the original 12 months. If this is not complied with then enforcement will be employed.
Footpath behind Old Library Nursery: The privet hedges have been trimmed. Weeds have been cleared and it is accessible for wheelchairs.
20 mile limit: The sign at Lawflat is still bent. Adam agreed to look into it.
Village Parking: Parking outside the school on Crossfield Road continues to be a problem at the beginning and end of the school day. Single or double yellow lines could be a possibility but parents would still be able to stop to drop off or pick up children. We will continue to monitor the situation.
Little Sparks Nursery: No update.
The Globe: Joe has spoken to the landlord who has promised that noise and rowdy behaviour will cease from now on.Thanks to Joe for sorting this out.
Wardle Square Road Markings: To be done imminently.
Scarecrow Competition: Andrea told meeting it will be held on weekend of 4th/5th October and the winner will receive £100 prize. There are 41 entries. Maps can be bought for £1 from Craft Cottage, Charlies and Tattersalls.
Wardle Fete: Excellent weather! The fete was well attended. £800 was raised but costs included a toilet (£250) and Roch Valley radio (£250).
Birch Road: No update.
Visit of CEO (Rochdale Council) James Binks: Representatives from Wardle Village community groups etc are invited to the library to meet the CEO on Tuesday 21stOctober at 4pm.
Low Bank: No update as RBH not sure of the building’s address.
Rec grass cutting: The grass cutting team apparently do not do litter picking prior to cutting grass.
Defib: The pads run out in November and Andrea is checking whether we can have a reduced price.
AOB:
First Aid Course (Defib use): Andrea will see if we can organise another course for interested people at the library.
Yellow boxes: Although not in our ward Anne asked whether the yellow box road marking at the junction of Milnrow Road and Albert Royds Street could be repainted as a number of drivers seem unable to see it and therefore ignore it causing problems. The councillors will look into the possibility.

Wardle Village Volunteers: Litter picking continues every other Tuesday starting at 9.30 at The Rec. Volunteers are always needed.
Pennines in Bloom: Carole reported that the group had not received any response to their letter of complaint about the standard of RHS judging. The gardeners asked the society to fund an extra water butt to be in the library yard. This was agreed. Enquiries have been made to the library landlordregarding an outside tap but no response received. Plans for village planting include winter bedding for the railing tubs outside Charlies and the planters at the end of Alpine Drive to be cleared as fungus has attacked the existing plants so new compost is needed for Spring. Information about Wardle mills will be included in certain planting areas for the Heritage weekend. The gardeners are working with the History Group to this endeavour.
St James Church: No update.

Footpath 137: Adam unblocked the path (by removing a blue tub to one side) and left a card to inform anyone concerned.
Wardle Road – sheep building: Ray updated the society regarding the planning meeting that insists the existing building must be removed within 12 months maximum. A new building can only be erected once the old one is demolished. The owner will be unable to apply to build a habitable building ever. The building materials used will need to be acceptable to the planning department. The new building has to be for agricultural use only as it will be situated on greenbelt.
Footpath behind Old Library Nursery: Weeds have been cleared and it is accessible for wheelchairs. However there are some overhanging branches. The councillors will look into it.
20 mile limit: No update.
Village Parking: Now that the schoolchildren have returned Crossfield Road could become a problem again. Ashley will ask the HT to remind parents.
Goal Posts on Rec: Moved on 4th September for the Fete.
Potholes: See AOB.
Little Sparks Nursery: No update.

Banking charges :Despite Sylvia’s efforts it looks like the society will have to pay increased bank charges.
Birch Road: Cllr Branton has hopefully located investment funds to resurface potholes and footpaths.

Van parking: A broken down van has been left parked at Lawflat next to the speed bumps. Yellow lines recently repainted have not been completed. Ashley will look intosorting out this problem.
Fireworks: Apparently the Police are aware of this late nightproblem. There is a petition to sign online. However the noise is taking place outside our ward area.
Low Bank: Again this is not in our ward but Ashley will seeif something is going to be done about this building owned by RBH.
Rec grass cutting: The grass was cut prior to the Fete taking place. A lot of litter had been left particularly around the goalposts. The litter was mowed along with the grass causing roughly 50 pieces of litter to become 5000 pieces of litter! When the council were informed they sent a team of litter pickers to ensure the site was suitable for use.
Defib: The pads run out in November and Andrea asked the society to fund new ones. This was agreed.

The Great British Spring Clean event went very well. 19 volunteers attended. At the library there are litter pickers and kits for people to use. Jenny will have the Local Authority Risk Assessment available for people to follow.
Pennines in Bloom: The coffee morning was very successfuland raised £468.87. This money will provide fencing and hay racks for the village. The volunteer gardeners have now begungardening at sites in the village. They have also attended meetings with Environmental Management and RHS.
St James Church: Unfortunately the church has been broken into again. The owners were notified and carried out repairs. No further update.
Blokes Club: Going well and new members always welcome.Wardle Library, Fridays 1pm-4. Sadly one member has passed away. RIP
Springbank: No update.
Birdwatchers: Money raised from the loan of the tree poppers is to be used to purchase bird feed.
Footpath 137: No update but it’s on a list to be sorted.
Council land near football pitch: Knotweed treatment is ongoing.
Village parking: Plastic ramps have been reported to the council. A new set have appeared on Elm Grove. Adam will investigate whether the council has a policy regarding the use of plastic ramps on road kerbsides.
Goalposts: No update.
Access to the Rec: Adam is still awaiting a meeting with the council.
Pot Holes: Pot holes down the length of Birch Road have been reported three times. Ramsden Road from the Conservative Club to Tattersalls also is full of pot holes whichneed immediate attention. Some holes on Birch Road have been marked out ready for repair.
Wardle Exhibition: This took place at the library on 22ndMarch and was a success with many in attendance. The Mayor of Rochdale was delighted with the event. All workshops were well attended prior to the exhibition and thoroughly enjoyed by all taking part. The exhibition can still be seen in the library.
Defibrillator: Now repaired.
Christmas Eve Carols round the tree: Cllrs Ashley Dearnley and Adam Branton will meet with Victoria Hilton to further discuss this matter.

Little Sparks Nursery: Alison Atherton asked whether the footpaths department would allow the nursery children to plant a wildflower garden at the side of the building. This site would provide a safe area for the children to work with adult supervision. Ashley and Adam will follow this up.

Pennines in Bloom: The team met last month to plan for summer displays and improvements to various sites. The RHS theme for this year is People and Plants, its interaction and results. The milk churns on Holly Street need replanting and drilling out for drainage holes. Old chimney pots are to be placed in the Hare and Hound’s garden.
The Pennine in Bloom coffee morning to raise funds for plants etc will be held in the library on 15th March. Thanks to our librarian Jenny for her help in arranging this event.

Springbank: Joe’s onsite meeting with council officials went well and the next consultation might be held in April. It was agreed to send a letter of support for his application from the society.
Birdwatchers: Carole is hopeful that more scrapes will be carried out soon. The site is attracting more birdwatchers.

Wood burners: These are causing a problem for some people experiencing eyes watering etc.
Bowling Green: Funding for the Bowling green is to continue this year.

Pennines in Bloom: Spring flowering bulbs have been planted in the East Street garden and there are more to go in gaps in other village areas. The gardeners are busy making their plans for Spring.
St James Church: There is a tree growing out of the church spire. Is there anything we can do to encourage progress? A petition from residents? Apparently the more complaintssubmitted to the council the stronger our argument for real progress to be made.

Springbank: Joe informed the meeting that he has submitted everything that has been asked for. However the planning department are now using building legislation which does not come into effect until February 2025 and does not apply in this context, to delay proceedings. Further feedback is anticipated.
Birdwatchers: The bird watchers are hoping that the offer of a mechanical digger can be taken if they can get it through the gate into the bird area. A floating platform has been added to the water in order to assist the Grebes in their nest building. 5 Snipe have been recorded. New bird boxes have been put in and there has been no recent vandalism.
Footpath 137: No update on the notice served to the farmer.
20 mile limit: All work now completed. The new ramps have been adapted and social media has become quiet!
Birch Road Notice Board: The new board is in place but still hasn’t been paid for. Ashley will check on this. We will ask for the railings to be painted later in the new year.
Council land near football pitch: Nothing seems to have happened. Knotweed is still there untreated.
Village parking: The temporary kerb ramp at the corner of Ramsden Road/Crossfield Road seems to have disappeared. But we will need to monitor it and any other possible road safety infringements in the village.
Grit Bin: The grit bin requested by Fleming Close residents is now in situ at the end of Beadle Avenue. Extra grit bins have been provided in Wardle.
Goalposts: It will take some time for a second set of goalposts for the Rec. Apparently the land at the end of Wasp Mill no longer has an owner. It is overgrown but could have some use as a village amenity. Ideas are needed.
Christmas Eve: This year’s event will go ahead but the council are having to pay £2,232 to cover road closure, public insurance and for 2 trained marshalls. This is unsustainable. A meeting will be held in the new year to discuss how to proceed in the future.
The village Christmas tree looks good this year.
Access to the Rec: It is possible that something could be done to ease access for Wardle fete vehicles next year before the event.

Pennines in Bloom: Pennines in Bloom won 6 Gold Medals from the RHS. Wardle Village was awarded a Gold Medal.Three village gardens received particular mention- the war memorial garden, the Hare and Hounds garden and the mindfulness garden on Birch Road. Congratulations and sincere thanks to all the volunteer gardeners who give up their time to make our village spectacular. Thanks are due to Carole Davies in particular for her leadership.
Plans for the future include a rethink for the East Street garden and a chimney pot from Field House planted up for inclusion in the Hare and Hounds garden.
St James Church: Church has been boarded up again. No other progress.
Blokes Club: Going well and new members always welcome.Wardle Library, Fridays 1pm-4.
Springbank: Drawings have been resubmitted but no feedback as yet.
Birdwatchers: The wind surfers group are busy removing willow roots using the tree poppers. The birdwatchers have been busy clearing the nature reserve for wading birds and have put in more bird tables.
Footpath 137: Notice has been served on the farmer as obstructions on the footpath have not been removed. After 28 days if no progress then the council will remove them and charge the farmer.
Wardle Road – sheep building: This has been deferred with a view to the shelter being moved to the back of the house or to the middle of the field. There were 260 objections to the proposal.
Footpath behind Old Library Nursery: The path has been resurfaced. A sign is needed to make people aware of the pathand wheelchair access to the memorial. Ray and Jean will try out the path at the Remembrance Service and will report back to the meeting regarding its suitability.
20 mile limit: All work on the village 20 mile limit is still ongoing. Ashley will check on progress.
Birch Road Notice Board: The new board is in place. Andrea suggested that the railings could do to be repainted.
Council land near football pitch: Nothing seems to have happened. Knotweed is still there untreated.
Village parking: The temporary kerb ramp at the corner of Ramsden Road/Crossfield Road needs further scrutiny. Ashley and Adam will look into this.
Grit Bin: The grit bin requested by Fleming Close residents is now being dealt with by the highways department.

Christmas Eve: Ian Tait and his team will not be continuingwith their services for carols round the tree in the square on Christmas Eve this year. The Society would like to thank Ian and team for their valuable service in past years.
Ashley will contact the Townships Officer regarding road closures. Sylvia will check on insurance details and Wardle Society will pay for the insurance. The Springhill Hospice collection will go ahead as usual.
Quad bikes: These bikes are accessing the football field on Wardle Road and causing a nuisance.
Access to the Rec: Due to the wet weather at Wardle Fete this year many cars got stuck on the rec and had to be towed off the field. The lower entrance on Alpine Drive would be better for vehicles but a concrete bollard prevents access. Could this bollard be replaced with a lockable bollard to allow access at appropriate events? The councillors will look into this.

Scarecrow festival: Limited numbers have entered! We must try to encourage and persuade people to enter this village event.
Low Bank care home: Has this facility been closed? What will happen to the building?
Village parking: The residents of the last cottage before Crossfield Road have recently added a car parking area to the front of their property. The old flags have been removed. Has planning permission for this work been granted.
Pavement access for wheelchair users: This is becoming a huge problem in the village. Many cars park partly on the pavement restricting wheelchair, buggy/pram and pedestrian access. Also large trees create access problems on Wardle Road. What can be done to alleviate this situation?

Pennines in Bloom: RHS judging takes place in 3 weeks.Lots of planting has occurred despite poor weather. Fencing has been put in the Hare and Hounds garden and milk churns on East Street. All railing planters have been replanted as well as the large planters in front of the shops (with some help from the council gardeners). The shop planters are commemorating the DDay landings with red , white and blue flowering plants. Up at Watergrove the wildflower turf looks amazing. Some wild flower seed has also been planted at Wardle Fold village green.
On judging day the judges will meet with Tia (Watergrove officer), Steve (bird sanctuary) and Peter (drystone walling tutor) for their imput. Jenny (our librarian) will meet the judges in order to discuss community events and life of the village. A Highland cow will be our entry to the scarecrow festival celebrating friendship. Workshops for children will be taking place at the library.

Springbank: Joe informed the meeting that planning documents are ready to be sent to the council and he is looking forward to a decision soon.
Birdwatchers: No vandalism. The next bird walk is weather dependent! The scouts have been up to help out with activities. Cuckoos, Red Kites and Common Scooters have been recorded.

Wardle Road-sheep building: Probably going to the planning committee 25th June.
Footpath behind old library nursery: The footpath has been passed by planning and will be completed by November this year at the latest. It will cost approximately £12000.
Ashley will speak to the Nursery owner to inform her that the path will be replaced and should be kept clear for users.
20 mile limit: The issue of whether the 20 mile limit will extend down Wardle Road eventually has not been resolved as the consultation for the village has not been completed.However the notion of an extension for Wardle Road is probably for the future.
Birch Road Notice Board: Jenny and Andrea brought examples of suitable notice boards. Ashley will take this to Tracy Knight to see about funding.
Wardle Fete: Will take place Sunday 15th September. Funding from the wind turbines has been allocated for the fete. More details next month.

Pennines in Bloom: The wildflower turf has been planted up at Watergrove and looks beautiful. It requires a lot of watering! The gardeners have taken on the church planters and the small garden area (David’s Garden) on Chapel Street. The Duke of Edinburgh student is working with pupils at St James, Smithy Bridge and Littleborough schools in an RHS gardening competition. Plants have been given to the Mindfulness garden on Birch Road and fencing is ready to go in to the pub garden. The large planters outside the library will be refurbished. More sustainable planting (perennials) will be used as far as possible and permission has been given from the council to store and reuse bulbs from council boxes which would normally be shredded.

Drain Blockage: There is no improvement to the drain on Crossfield Road. Possibly blocked so Ashley will report it.

Wardle Road: Brickwork is loose and council enforcement are on to it.
Overgrown hedges: A hedge on Ramsden Road is overgrown and taking up pedestrian space. Ashley agreed to look into this and informed the meeting that if householders did not comply then the council will cut the hedge and send them the bill.
Grantscape: The wind farm funding committee meet annually to award funding to community groups. Ashley asked for a volunteer to take part. Pat Grindrod and Ray Walton both put their names forward.

Pennines in Bloom: A grant of £4015 has been received from Pennine Township, of which £1523 will be allocated to the village. The wildflower turf for the raised bed at Watergrovehas been ordered and the trellis fencing and tree bark for the Hare and Hounds garden are ready to go in. The water butt at the library has been replaced.
The group will meet RHS NW at Myerscough College on 11thApril to learn about requirements for this year’s judging.
A Duke of Edinburgh Award Scheme student is now working with the gardeners in Littleborough and Pennine areas as part of her community work.
St James Church: The planning application has been withdrawn by the owners. A new application is expected. However the council’s CPO work is going on in the background just in case it is needed.

Springbank: It is looking positive for a compromise to be reached later in the year.
Birdwatchers: No vandalism has occurred recently. The new gate is deterring anglers from entering the area cordoned off for ground nesting birds.

Drain Blockage: No update although some work has been carried out on the road.
Defibrillator: The defib has now returned and is good to go. The loaned one will be returned.
Pond Dipping: The area has not been cleared yet. Ashley willmeet with an officer and Carolyn will ask if the school intend to use the pond.
Village Signage: This will happen once the public consultation regarding the road speed has finished.
Elm Grove bungalows: RBH will not be taking any action over the trees and dropped leaves.

Footpath behind old library nursery: The council are looking at appropriate surfaces which could be used to accommodate wheelchair users. Funding is available and the path will be completed by November this year at the latest.
20 mile limit: The speed of vehicles has been recorded on Wardle Road in the last few weeks. It is expected that at some point in the future the 20 mph speed limit will extend downWardle Road.
Watergrove: the approach road (cobbles) has been inspected by the council and they agree that it is very uneven. However it is not critical and as the council do not own the road there is little they can do. We shall keep an eye on it.
Birch Road Notice Board: Money should be available from the township fund for a new noticeboard to be erected.
Jenny (our librarian) would like a new board put up outside the library to advertise events etc going on in the library. Notices are put on the windows but these can’t be seen once the shutters are down. It was agreed to look into new boards. We are hoping to engage a local craftsperson if possible.
Bus Stop: the signpost has been replaced by a new post.
Wardle Fete: Will take place Sunday 15th September. It will be the 10th anniversary.

Spring Bulbs: It appears that the council shred bulbs once they are out of season. They become compost. The council does not have the storage room to keep them for replanting the following spring so more bulbs have to be purchased. Carole is going to recycle as many Primulas as she can clear from council planters and will overwinter them. Rina said she would enquire about this practice.

Pennines in Bloom: The village was one point off winning a gold award last year! Plans are already in place for this year. The large planters in front of the shops will be replanted to be more colourful and the pots themselves will be decorated. Up at Watergrove the large bed near the boathouse will be replanted with turf which has been preseeded with wild flowers.
Coffee Morning to be held in the Library Saturday 9th March to celebrate RHS 60 years Britain in Bloom 10.30-12.00amand to raise funds and publicity for the volunteer group. Ray will be available for gardening advice and tips. There will also be a seed exchange facility provided. Funds raised will go towards the cost of the preseeded turf and the society will make up any shortfall.
The librarian will put notice of the coffee morning on the library borough wide social page.

Elm Grove bungalows: Leaves from two huge Sycamore trees are not being removed and are causing a hazard for the elderly and often infirm residents. The volunteer gardeners who keep the planters there in excellent condition have had to resort to clearing the leaves themselves to help residents. This is not part of their remit and should be carried out by RBH or possibly Clean and Green. The councillors will look into this. (this should have been included in the last minutes)
Wardle Road-sheep building: The application for retrospective planning permission will go to the planning committee soon. Any residents who are able should attend the meeting if possible. The date and time will be circulated to those residents in attendance at Wardle Society meeting via email.
Quad Bikes: These are an increasing hazard on the rec. The society are asking for signage and bollards/fence with gate to be erected at the lower Alpine Drive entrance.
Footpath behind old library nursery: the footpath used to allow wheelchair access to the memorial garden but is now full of rubble etc from building work carried out at the nursery making it impossible to get a wheelchair down there. Rina agreed to follow this up.
20 mile limit: Wardle Road residents would like the limit to extend down Wardle Road. Rina will inform Cllr Taylor of this request.
Compost bags: clarification is needed in how residents acquire replacement bags. Are we still able to get them from refuse workers when they come round collecting refuse? Bags can be obtained from libraries.
Old Tannery Knowl Syke: Casey’s have cleared the undergrowth on the site of the tannery. The society would like to learn if there are any further plans for this site.
Watergrove: the approach road (cobbles) near Trap Gate is sinking again probably due to heavy vehicles. Will anything be done to rectify this?
Privet hedges: privets at Queens Avenue are a hazard to residents and motorists as they block footpaths and obstruct the view of traffic on Wardle Road. Frequent cutting is required. Rina agreed to follow this up for residents.

Pennines in Bloom: There has been no feedback from the RHS regarding the summer judging. Silver Gilt was awarded to the village and Gold for Watergrove countryside park. Help provided by the RBC Green team was excellent this year.Gardeners and volunteers will meet in January to plan. There will be no new areas as existing planting will be further improved although Janet Bracegirdle’s memorial garden is to be entered. Pressure is being applied by the Environmental Services manager for the judging route to be made available to the council. Also for larger cars to be provided for the judges to travel round the village.

Scarecrow Festival: £500 was raised for Jolly Josh charity.
Lantern Workshop: There will be a lantern workshop at Wardle Village Church on 16th December from 10am to 2pm. This will be for the community to drop in – all ages welcome. The lanterns will be for use on Christmas Eve for the Carols round the Tree event , Wardle Square.

Birdwatchers: Steve Atkins has used the specialist equipment in order to rip out wild Willow trees which were blocking the ponds. The society has agreed to apply for a grant for the bird watchers to have their own equipment in future.
The recently refurbished bird hide has been vandalised but new carpet tiles left over from the refurbishment will be put back on the seats.
109 different bird species, including Osprey, have been sighted so far this year.
The Rec: New swing and roundabout now in situ.
Footpath 137: Marilyn Tattersall has not received any contact from the footpath officer. Rina informed the meeting that the officer had seen the path and reported no blockage. Carolyn and Carole agreed to check the path before the next meeting.See photo.

St James Y6 disco: A request was submitted for £100 towards the rent of the Conservative Club room and a DJ in order to hold a disco for Y6 leavers. This was turned down as the submission was from an individual and not a representative of the school or PTA.
Land for auction on Wardle Road: The council have bought the land to allow continued access to the Football Club. The Council are hoping to leave the land as it is as part of the Green Spaces scheme.
Footpath 137: this footpath from Crossfield Road to Hunger Hill has been fenced off. Rina will make enquiries.
Bins on Rec: a group of local teenagers have requested that a bin should be placed at the Ramsden Road/Alpine Drive end of the rec. We have requested that one of the bins in the playground be moved to that spot.
Quad bikes: and electric scooters are being used on the recby young children. This could be dangerous. Rina will flag it to the appropriate department.

Speed restriction: Cllr Taylor reported that this is on trackfor the village. It is proposed that speed humps will be sited at Lawflat, Tattersalls Bakery and Church bend. The roundabout at Birch and Wardle Roads will be raised. This will cost £47,000. Local councillors need to vote on this.
Two further speed surveys will be carried out on Wardle Road – one near the Old Library Nursery and one further down towards Smallbridge.

Birdwatchers: Carole has been helping the birdwatchers up at Watergrove to tidy the area around the bird hide at the pond. They would like to refresh the interior, secure a windowand put up a new bird feeding station. They would also like a grant towards bird seed. Birds are fed from September to March.
Joe Bennet kindly offered timber for the feeding station. Pat asked that they put in an application in writing for funds to the Society. Carole will pass on the information.

Springbank: Planning permission for the change of use for existing buildings has not yet been approved. A decision will be made by the Planning Committee after recommendations from officers.
Speed restriction: 20mph restriction should be going ahead in the village. Cllr Taylor continues to fight for a speed hump outside The Old Library Nursery on Wardle Road.
Bus Service: Pat said she had not received any replies to her emails to Rosso bus company. Cllrs Dearnley and Paulucci will resubmit Pat’s emails to Rosso. Mayor Andy Burnham has also offered to lend his support.

Wardle Square: The conservation officer regards the flagged area as small and therefore not worth challenging.

Troublesome youths: Pat asked if anything could be done about youths hanging about and creating a nuisance outside the shop and library in the evenings and weekends. Cllrs Dearnley and Paulucci will ask the PCOs to visit the village more often and will request lights be installed at the back of the shop and library area. The new water butt at the rear of the library has been damaged beyond repair due to youths climbing on to the library roof.

Wardle Village Church: Anne Southerton pointed out that some stone flags are broken and therefore dangerous. Carolyn Gibson agreed to alert the church wardens.
Strimmer: Janet Bracegirdle had requested a grant to purchase a strimmer to keep the grass short and tidy around the bench on Birch Road. However the request was turned down as the society had previously purchased a strimmer for the Wardle volunteers which is available for use. Janet has since been able to use this strimmer.
Christmas Market: Andrea and Rebecca Hilton (Craft Cottage) are hoping to reinstate the popular Christmas market to be held one evening at the Conservative Club.
Wardle Village Church Baby and Toddler Group: This is now up and running since September and takes place on Wednesday mornings 10 till 12 (term time only). Carolyn Gibson asked for £160 in order to purchase specific toys to enhance the play experiences on offer eg items for the domestic play area and a toy workbench etc. The society kindly agreed. Joe Bennett then very kindly gave a donation of £50 to the playgroup.

Pennines in Bloom: The RHS judges liked the village very much and were appreciative of the work carried out by the volunteer gardeners and the sense of community. They were pleased to see that the library is a hub for the village. They also gave the gardeners much valued advice for development in particular areas like the East Street wildflower garden. We now await their judgements.
The council workmen did come on judging day to carry out some street weeding which was much appreciated. All groups of volunteer gardeners in the borough have now given the council a list of their work in their locality so that the council workers know what is left for them to do.
Carole was thanked for her report and work carried out by our superb team of gardeners. More volunteers always welcome.

PO Sign: After some research carried out by the History group it appears that the sign is quite rare and should be repaired and restored if possible. This adds more weight to our appeal for The Repair Shop to accept the sign for their programme.
Watergrove Reservoir: Carole reported that there has been an organised gang taking rails from the depleted reservoir and using angle grinders to cut them up.
There is also a burst water main in Wardle affecting properties on the Shaftesbury estate and Birch Road. This is being repaired.

Alpine Drive: The council have agreed to move rubble at the rear of the first garage. Ashley has also arranged for a fence to be erected on the left-hand side of Clough Street where there is dangerous access to the stream. Any damaged existing fencing will be repaired.
Wardle Road: The owner of the old Halfway House (now a dwelling) is erecting a building to house farm animals. The planning enforcement team have been and are presently checking on agricultural criteria for the erection of the building.
Wardle Square: Conservation officers are looking into the removal of old cobbles.
Weeding: Ashley has been round the village to check that weeding and strimming has been carried out.

The group are finding it difficult to find a new Chairperson so Carole has reluctantly agreed to take on the role depending on help with administrative duties. However more volunteers are coming forward to help with gardening.
A complaint has been raised by a resident on Elm Grove about the position of the new tyres near the postbox. The residents around the postbox area are quite happy with them so they will stay. Planting them up has begun.
A water butt has been installed at the back of the library to enable easier watering of the planted areas around the shops and pub. All planters in the village are now being planted with new plants.
St James Church: Local enforcement is now going ahead to improve the situation.
Blokes Club: All members now fit and healthy and back to meeting on Friday afternoons 1-4pm. New members welcome.

Pennines in Bloom: Carole submitted a report for the meeting.
East Street garden area is doing well as wild flower seeds and shrubs have taken and are growing. Residents are thanked for support and refreshments.
Elm Grove: The bungalow area will be having planters refreshed with new plants and hanging baskets. They have asked the council to weed the slabs and infill cracks to make them safer for the older residents. Two tractor tyres will be placed at the entrance to Elm Grove for planting this month.
Hare and Hounds garden: weeded and pruned ready for new planting.
Conservation area: Wood has been provided to repair the wooden planters on the square. The council have been asked to repair or replace their planters outside the village churchand the bus stop near the Conservative club.
Knowle Syke road: the residents are making good progress with their bed at the side of the scout hut and graveyard and should be ready for judging day!
Watergrove: The gardeners continue to work with United Utilities and have a joint project at Little Town where the raised stone beds have been emptied and refilled with poor soil to allow wild flower seeding and a tree has been donated as a Tree of Life to commemorate the deceased. A waterbuttwill be placed to aid watering.
Birchhill hospital bed: to be weeded soon.
Three new volunteers have joined the group but more are always most welcome. Pioneer Tree Services have also offered their help and have pruned trees on East Street.
Money leftover from Grantscape will be used for winter planting this year.
Ray Smith is stepping down as Chair of Pennines in Bloom but will be available for advice and support.
The RHS now requires volunteer hours to be logged and PIB completed 49 hours in April.

Rina wondered whether two planters on Whitelees Road could be taken on by the gardeners and possibly relocated to a better position. Also could Wardle library area benefit from a waterbutt?

Blokes Club: Due to Covid the club has not been able to meet for two weeks.

Wardle Village Volunteers: Litter picking continues every other Tuesday.
Pennines in Bloom: Carole reported that the group have received a grant of £3000 for the township. Wardle has been allocated £400 from the grant.
The group are to take on some new areas within the village- a small area on East Street, around the postbox area at Elm Grove and the other end of Elm Grove. Residents there will be encouraged to join in with the planting and to maintain the area once it is established with watering and weeding.
This year the gardeners are intending to win gold from the RHS. The village will be entered as a “small town” with “In your Neighbourhood” areas as well- mainly the Memorial Gardens, Henry St/Chapel Stand Wardle Fold.
The gardeners have also been asked to developBiggins Bridge but it needs some remedial work before any planting can be undertaken.

Kennels: The council officers have visited the siteand are concerned about the condition of the land involved and a letter has been sent to the owners advising what to do about it. They have until 21stMarch to respond.

Speed restriction: The GMP speed survey does not appear to have taken place in February . Rina will request an update.

Pennines in Bloom: Carole reported feedback from the RHS stating that they were very pleased with the work at Watergrove and the pack horse trail.However they were disappointed with the tennis court area where the Council gardeners had not fully supported the volunteer gardeners. It seems that the Pennine area is not supported to the same extent as other areas in the borough.
The gardeners are desperate for new volunteers to help. Neighbours at Wardle Fold and Knowle Syke Street are helping with gardening within their small area. Please contact the library if you are able to help. Two tractor tyres for planting will be placed near the postbox at Elm Grove.
St James Church: Ian Tait and volunteers will help with tidying the graveyard. Richard Lees is clearing the Japanese Knotweed but it will take a number of years.
The building continues to be vandalised despite efforts by the owner to resecure it. The owner is liasing with the council with regard to conservation and security.

Springbank Kennels – the owner has been asked to remove a recently built wall at the back of the property as it encroaches onto green belt. New plans are to be submitted soon.

Andrea was concerned that the numbers on thekeypad are difficult to see in the dark and that an outside light would be beneficial. Rina said she would she would report it to the relevant department.

Pennines in Bloom: Carole reported that the resultsof the RHS judging were as follows; Watergrove- outstanding, Wardle Memorial- level 3, Conservation area and Henry Street/Chapel Street- level 4 thriving, Ramsden Road (from library to Charlies-outstanding.
Wardle Fold residents who look after the village green have requested £108 for top soil. This was agreed. Any fruit growing there in the summer is freely available to all villagers.
Carole reported that planting has taken place in the village planters.
Pennines in bloom have moved their meetings to the first Thursday each month and thus our meetings will now take place on the second Thursday each month.
St James Church: The building owner has confirmed that contractors will be working inside the church and will make the rear access door secure as they leave. The Planning Department and the Council’s Conservation Officer are monitoring the situation to ensure any work completed is within the scope of the recently granted Certificate of Lawfulness and the listed building consent.

Kennels: No update. Ashley will see what is happening. Also the garage/parking area being constructed across the road at Howarth Knowl does not appear to have planning permission.

Circle organisation: Rina informed the meeting about the organisation which are non-profit making. Their aim is to reduce social isolation for over 50s. They organise outings and have volunteer drivers. They also offer digital support and help with repairsand will pick up prescriptions, shopping and welfare checks. There is a small joining fee.
Bus Service: The bus service has become unreliable of late. There is no information on the App regarding missing or late busses. Ashley said there is a shortage of drivers due to Covid etc. He will raise our concerns with GMT.

Watergrove Trust: Before the meeting visitors from the trust [Mark Moorhouse, Andrew Wright, Susan Taylor along with 2 pupils] gave a brief talk explaining the work of the trust running schools in the local area. Pupils at Wardle Academy have been working on an IT project using virtual reality headsets to allow the user to “visit and walk round “ the hamlet of Watergrove. The pupils and trust are keen to develop and open up this exciting project to the community.

Santandar Bank have suspended our account due to a problem with signatories. However we have a short time to sort this out and new signatories will be Sylvia Lear, Patricia Grindrod and Marilyn Tattersall.
Cllr Dearnley reminded that we need to return an evaluation form to the Council before receiving a further £1000 from the Community Fund in order to support groups in the village and locality. Ashley will also remind the football club that we have their money.

Village footpath: Footpaths have been cut back and in a better condition.
Speed restriction: This is now a high priority with the police and councillors are keen to have speed restrictions in residential areas. We are hopeful that a speed restriction will be imposed on Ramsden Road.Ashley is carrying out speed checks on Halifax, Smithy Bridge and Wardle Roads on Saturday mornings.
PO sign: Rina has taken the sign to have it repairedpossibly by the TV Repair Shop!
Littleborough Community meeting: Ashley said that there were no dates for meetings yet but it was hoped to have meetings in different venues in the area.
Morend Trust: George reported that Morend Trust are having an AGM in December.
Drama Group: Apparently, they are having some difficulty finding a venue locally and may need some financial support. Ashley will invite Ian Dalziel to the next WS meeting.
Wardle Society Website: Andrea reported that Rebecca Hilton will kindly set up a free website for us to post the minutes of our meetings. This was happily agreed to.
Watergrove Trust: Paul Mortimer explained that the trust are interested in the extended use of school buildings and some community involvement. In the recent past local schools have been used by groupsbut this is no longer the case. Further discussion and ideas are needed. The VR model of Watergrove village may be a useful starting point.
